Comprehensive Citywide Historic Survey: Santa Ana, California

Sapphos Environmental, Inc. is working with the City of Santa Ana on a multi-year project to complete an intensive-level survey of the City of Santa Ana and to list eligible properties in the Santa Ana Register of Historical Properties. In support of this effort, Sapphos Environmental, Inc. historians and architectural historians conduct windshield surveys of each city neighborhood to identify potential historic resources, develop neighborhood histories, and, as directed by the City, prepare nominations to the Santa Ana Register. Each nomination includes a detailed description with an itemization of character-defining features, an assessment of alterations to determine property integrity, site-specific research and construction history, and an evaluation of significance under the Santa Ana Register of Historic Properties criteria. Digital photographs illustrate public elevations and notable details. The nominations consist of an executive summary and the appropriate California Historic Resources Inventory forms [Department of Parks and Recreation (DPR) 523 series], completed in accordance with the Office of Historic Preservation Instructions for Recording Historical Resources. Properties are assigned a California Historical Resources Status Code and are also categorized as “landmark,” “key,” or “contributive,” according to the definitions in Chapter 30 of the Santa Ana Municipal Code.
Sapphos Environmental, Inc. staff members attend monthly meetings of the Historic Resources Commission to support the findings of the survey, answer questions, and offer expert testimony on Santa Ana Register of Historic Properties nominations. Services include on-call consultations regarding a variety of historic resources issues, such as historic resources assessments throughout the City, use of the Secretary of the Interior’s Standards for Rehabilitation, assistance with the City’s preservation program and its Certified Local Government (CLG) responsibilities, and training of new Historic Resources Commissioners.
